Commitment summary

Clean Baltic Shipping
The BSSSC Working Group on Maritime Policy aims at contributing to reducing pollutive and climate-damaging emissions from shipping.

The basis of activities is the final declaration of the Kiel Conference on Maritime Policy in 2006 and its commitment to develop the Baltic Sea region into Europe’s maritime best practice region by 2015. The Working Group wants to contribute to the implementation on the regional level.

Within the consultation process to the EU Baltic Sea Strategy the BSSSC working group developed the flagship project proposal "Clean Baltic Shipping". It is devised as five-point action plan and comprises the elements (1) shoreside power supply for ships at berth and (2) introduction of environmentally differentiated port/fairway dues in all relevant BSR ports, (3) voluntary ban of waste water discharges from cruise ships, (4) introduction of labels for exemplary projects in the field of Clean Baltic Shipping and sustainable port management and (5) awarding of prices for best practice in these fields.

All components of the proposal were included in the Action Plan to the EU Baltic Sea Strategy. The working group supports the implementation by organizing political and practical support for the development of an INTERREG project aiming at reducing shipborne emissions by establishing harmonized shore side power supply for ships and reception facilities for sewage and waste in the BSR ports and fostering the use of low emission fuels like (liquefied) bio gas and (liquified) natural gas.

The BSSSC Working Group on Maritime Policy will support Organizing political and practical support for a successful project application and participating in the INTERREG project Clean Baltic Sea Shipping implementation as a member of the Political Board of the project and by promoting and fostering a broad participation of partners from the political and shipping side in the implermentation phase of the project (making use of e.g. the BSSSC Annual Conference in October 2010 in Tallinn).

The chair region of the Working Group will help shaping a promising project application enabling the implementation of the five-point action plan Clean Baltic Shipping.

2nd Milestone

2011 January 10
On 10 June 2010 the INTERREG project application Clean Baltic Sea Shipping (CleanShip) was approved for funding under the Baltic Sea Region Programme 2007-2013 with a total project budget of approx. 3 Million Euros to be cofinanced by the partners with another 1 million Euros. CleanShip was approved as “strategic project” i.e. strategically important for the whole Baltic Sea region and strongly supported by the national authorities.

The chairman of the BSSSC Working Group on Maritime Policy is member of the Political Committee to the project aiming in this function at combining the project level with the political level, organizing political support for the project and its implementation in as much ports as possible and for this taking care for solutions suitable for almost all ports of the BSR.

3rd Milestone

2011 January 10
During the European Maritime Day on 20 May 2011 in Gdansk first project results shall be presented, discussed and disseminated.
