Commitment summary

Support in the European Parliament to the Baltic Sea Region
As full member of the European Parliament Committee on Budgets, as Vice-chairman of the EP Committee on Fisheries, and as Vice-chairman of the EP Baltic Europe Intergroup, I hereby commit to do my utmost to further the development and well-being of the Baltic Sea and its surrounding region.

Through my work in the Committee on Budget, I am able to promote direct EU funding to the benefit of the Baltic Sea. Through my work in the Committee on Fisheries, I am able to promote a sound and sustainable management of maritime resources in the Baltic Sea. Through my work in the Baltic Europe Intergroup I am able to promote closer cooperation between the Baltic Sea states and the use of existing cooperation structures to the fullest.

Milestones

1st Milestone

2010 February 03
Decision by European Parliament on the Commission's Green book on the revision of the Common Fisheries Policy during its March session takes into account the impact of aquaculture on closed water systems such as the Baltic sea, adding to eutrophication. Also, the decision emphasises the importance of ecologically, socially and economically sustainable fishing practices. Lastly the decision rejects the practice of discards, i.e. fish that are caught and dumped back dead because of their small size, inferior quality or exeeded catch quotas.

The European Commission publishes information on how it intends to use 20 million euro added by the European Parliament to the EU budget for 2010 for implementation of the EU Strategy for the Baltic Sea Strategy. The money will be used to enhance environmental protection of the Baltic sea, notably for the following purposes:
- 14 million euro for the Northern Dimension Environmental Partnership fund, NDEP
- 2,5 million euro for HELCOM Baltic Sea Action Plan
- 3,5 million euro granted directly by the European Commission to projects by non-state actors and regional authorities

The EU budget for 2011 is adopted with amendments by the European Parliament adding references and provisions concerning the Baltic Sea Strategy. The European Neighborhood partnership for Eastern Europe, with total appropriations of 329 million euro, includes the following provisions for the Baltic Sea: "Part of this appropriation will be allocated for additional support to Baltic Sea Strategy objectives. The support, committed in 2010 and 2011, is being implemented through support to the Northern Dimension in the framework of Regional East and Interregional Indicative Programmes. Other frameworks for implementing support to the Baltic Sea may include, where appropriate, the Baltic Sea Region Programme, the HELCOM Baltic Sea Action Plan, the BONUS-169 Joint Baltic Sea Research Programme, and others."

Furthermore, a new budget line with 2,5 million euro in commitment appropriations is opened for technical assistance and dissemination of information of the Baltic Sea Strategy.

Lastly, the European Regional Development Fund (EDRF) for territorial cooperation lists strengthening Macro-regional cooperation, i.e. the Baltic Sea Strategy as one of its objectives. This opens up for more funding for the Batic Sea strategy from the EDRF.

4th Milestone

2010 December 17
The EU budget for 2010 was adopted by the European Parliament and the Council. Following an amendment by the European Parliament, introduced by MEP Carl Haglund, 20 million euro is reserved for actions supporting teh recently adopted Eu Strategy for the Baltic Sea Region. The money is included in the budget heading for EU External Actions, meaning that it can be used for projects involving non-EU countries such as Russia.

Political work to promote the development and well-being of the Baltic Sea and its surrounding region
Awareness Raising
All focus areas as defined in the EU SBSR
1. To maintain significant, stable funding in the EU budget, without prejudice to funding from other sources, for the EU Strategy for the Baltic Sea Region, and to ensure that the funds are used with maximum efficiency.

2. To promote a sound and stable management of maritime resources in the Baltic Sea through the revision of the Common Fisheries Policy, and to ensure that the particular circumstances in the Baltic Sea are not overlooked by a "one-size-fits-all" -approach in the revision.

3. To promote a closer cooperation between the Baltic Sea states and the use of existing cooperation structures in the region.
Continuous work in the European parliament Committee on Budget in order to secure the funding, and continuing good coordination and cooperation with the European Commission to ensure the efficient use of the funds. Continuing work in the EP Committe on Fisheries to achieve a thourough revision of the EU Common Fisheried Policy. Active participation in the work of the Baltic Europe Intergroup to promote close cooperation between all Baltic Sea states.
The whole Baltic Sea Region, as defined in the EU SBSR.
Cooperation between all MEPs from all EU member states in the Baltic Sea Region; cooperation between all political groups in the European Parliament; cooperation with parlamentarians and other authorities from non-EU states in the Baltic Sea Region.
