Parties of this commitment offer a service to ship owners and port authorities that allow refining of waste oils, separately stored in vessel’s tanks and discharged at port. The waste oil will be used as raw-material for base oil production. The service provides a significant improvement in the current situation, in which waste oil stored separately in vessel’s tanks is mixed with bilge water during transportation and handling. By the law various hazardous waste must be collected and stored separately, provided that it is economically and technically possible (Waste oil directive 75/439/EEC: Waste oils must be collected separately). This commitment aims to achieve that abiding by the law is made possible.

The service aims to utilize all waste oil available from the vessels.

1. Commitment´s impact on the Baltic Sea

Environmental laws and their compliance are obeyed. We should advance recycling as opposed to burning. (Directive 2008/98/EC: Waste hierarchy, most ecological end use should be applied)

Refining base oil for lubricants from virgin crude oil is an energy intensive process. Refining of waste oil reduces energy consumption in the manufacture of base oil which substantially reduces carbon dioxide emissions thus mitigating climate change and its negative effects on the Baltic Sea. Recycling directly reduces the consumption of virgin crude oil.

The separation of waste oils from bilge water also improves ship owners and crew awareness of environmental issues, encouraging at the same time to do their share of the recycling.

Controlled oil containing waste collection reduces the risk of illegal waste disposal to the sea.

2. Added value produced by the commitment

The service provides an important contribution to the objective of the waste oil law to primarily refine recyclable raw material instead of use as energy source. It is possible to use up to 96 percent of collected material as raw material for base oil in refining process. Due to advanced technology base oil can be recycled for a number of times, in practice endlessly. Currently lubricant oils which would fulfill the requirements of recycling are being burned. As a consequence of the service to be provided Finland will be able start to follow its own laws as well as international shipping law.

3. The implementing strategy will include the following steps:

• Survey of necessary machinery for collection and technical planning
• Marketing communication for ship owners and shipping agencies, and meetings with port authorities
• Full-rate service available in Finland
• Extension of the service to other Baltic Sea countries

4. Financial support for BSAG

Parties of this commitment donate a part of used oil collection profit to support of BSAG’s operations. In years 2012 and 2013, the amount of the donation will be 20 EUR/ton recycled lubricants and in 2014, 10 EUR/ ton recycled lubricants.
